font-family: Calibri;\">latest country to balk at the China and infrastructure focus of Beijing\u2019s Belt and Road<\/span><\/a><span style=\"font-family: Calibri;\">-related investments.<\/span><\/strong><\/p>\n<p><span style=\"font-family: Calibri;\">Preparing for his first visit to China as Pakistan\u2019s prime minister, Imran Khan is insisting that the focus of the China Pakistan Economic Corridor (CPEC), a US$60 billion plus crown jewel of the Belt and Road, shift from infrastructure to agriculture, job creation and foreign investment.<\/span><\/p>\n<p><span style=\"font-family: Calibri;\">\u201cEarlier, the CPEC was only aimed at construction of motorways and highways, but now the prime\u00a0\u00a0minister decided that it will be used to support the agriculture sector, create more jobs and attract other foreign countries like Saudi Arabia to invest in the country,\u201d<\/span>\u00a0<a href=\"https:\/\/www.dawn.com\/news\/1437770\/cpec-focus-must-be-on-job-creation-agriculture-imran\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.dawn.com\/news\/1437770\/cpec-focus-must-be-on-job-creation-agriculture-imran&amp;source=gmail&amp;ust=1539235566514000&amp;usg=AFQjCNEKy2_gfN91-i8fxMEowhgzts6-tw\"><span style=\"color: #0563c1; font-family: Calibri;\">said information minister Fawad Chaudhry.<\/span><\/a><\/p>\n<p><span style=\"font-family: Calibri;\">Mr. Khan\u2019s determination to ensure that more benefits accrue to Pakistan from Chinese investment comes at a time that various Asian and African countries worry that Belt and Road-related investments in infrastructure<\/span>\u00a0<a href=\"https:\/\/mideastsoccer.blogspot.com\/2018\/09\/china-struggles-with-belt-and-road.html\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/mideastsoccer.blogspot.com\/2018\/09\/china-struggles-with-belt-and-road.html&amp;source=gmail&amp;ust=1539235566515000&amp;usg=AFQjCNEy0TUC3kICrVO7PgQCDFpG3YZEHw\"><span style=\"color: #0563c1; font-family: Calibri;\">risk trapping them in debt and forcing them to surrender control of critical national infrastructure, and in some cases media assets<\/span><\/a><span style=\"font-family: Calibri;\">.<\/span><\/p>\n<p><span style=\"font-family: Calibri;\">Preceding Mr. Khan\u2019s move,\u00a0protests against\u00a0<\/span><a href=\"https:\/\/ecd.usaid.gov\/repository\/titlexiii\/2009\/Trip_Report_27.pdf\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/ecd.usaid.gov\/repository\/titlexiii\/2009\/Trip_Report_27.pdf&amp;source=gmail&amp;ust=1539235566515000&amp;usg=AFQjCNGiO7dR-Z1k7PB3fb0uSGyTloqgxg\"><span style=\"color: #0563c1; font-family: Calibri;\">the forced resettlement of eight Nepali villages<\/span><\/a>\u00a0<span style=\"font-family: Calibri;\">persuaded CWE Investment Corporation, a subsidiary of China Three Gorges, to consider pulling out of a 750MW hydropower project.<\/span><\/p>\n<p><span style=\"font-family: Calibri;\">Malaysia has\u00a0<\/span><a href=\"https:\/\/www.ft.com\/content\/06a71510-b24a-11e8-99ca-68cf89602132\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.ft.com\/content\/06a71510-b24a-11e8-99ca-68cf89602132&amp;source=gmail&amp;ust=1539235566515000&amp;usg=AFQjCNFN8P7A8fKZ0MVlu6jPf5aBndIC2w\"><span style=\"color: #0563c1; font-family: Calibri;\">a significant scaling back of a Chinese-funded port project<\/span><\/a><span style=\"font-family: Calibri;\">\u00a0on the Bay of Bengal from one that would cost US$ 7.3 billion to a more modest development that would cost US$1.3 billion in a bid to avoid shouldering an unsustainable debt.<\/span><\/p>\n<p><span style=\"font-family: Calibri;\">Fears of a debt trap started late last year when unsustainable debt forced Sri Lanka<\/span>\u00a0<a href=\"https:\/\/www.wsj.com\/articles\/sri-lanka-to-sell-80-stake-in-strategically-placed-harbor-to-chinese-1481226344?mod=article_inline\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.wsj.com\/articles\/sri-lanka-to-sell-80-stake-in-strategically-placed-harbor-to-chinese-1481226344?mod%3Darticle_inline&amp;source=gmail&amp;ust=1539235566515000&amp;usg=AFQjCNFgdVRE-XP_q2isQjl8aMTUhAsPBQ\"><span style=\"color: #0563c1; font-family: Calibri;\">to hand China\u00a0<\/span><\/a><span style=\"font-family: Calibri;\">an 80% stake in Hambantota port.<\/span><\/p>\n<p><span style=\"font-family: Calibri;\">Mr. Khan\u2019s move takes on added significance given that Pakistan appears to have decided to<\/span>\u00a0<a href=\"https:\/\/www.dawn.com\/news\/1437773\/govt-to-seek-imf-bailout-programme\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.dawn.com\/news\/1437773\/govt-to-seek-imf-bailout-programme&amp;source=gmail&amp;ust=1539235566515000&amp;usg=AFQjCNHAICkOJX3AspddvTfUI9YfJXfFMw\"><span style=\"color: #0563c1; font-family: Calibri;\">ask the International Monetary Fund (IMF) to help it avert a financial crisis with a loan of up to US$12 billion<\/span><\/a>\u00a0<span style=\"font-family: Calibri;\">and discussions<\/span>\u00a0<a href=\"https:\/\/mideastsoccer.blogspot.com\/2018\/10\/pakistani-poker-playing-saudi-arabia.html\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/mideastsoccer.blogspot.com\/2018\/10\/pakistani-poker-playing-saudi-arabia.html&amp;source=gmail&amp;ust=1539235566515000&amp;usg=AFQjCNFkytDw0AtJcVMAPBcY0hbnmnO7vw\"><span style=\"color: #0563c1; font-family: Calibri;\">with Saudi Arabia that could produce up to US$10 billion in investments<\/span><\/a>\u00a0<span style=\"font-family: Calibri;\">that would be separate but associated with CPEC.<\/span><\/p>\n<p><span style=\"font-family: Calibri;\">Pakistani finance minister Asad Umar is expected later this week to initiate discussions with the IMF during the fund\u2019s annual meeting in Bali. The decision was taken after<\/span>\u00a0<a href=\"https:\/\/www.ft.com\/content\/a6cbe2d4-cb1b-11e8-9fe5-24ad351828ab\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.ft.com\/content\/a6cbe2d4-cb1b-11e8-9fe5-24ad351828ab&amp;source=gmail&amp;ust=1539235566515000&amp;usg=AFQjCNHOjNA3DoOAl9A42GJZXcpybiL5eA\"><span style=\"color: #0563c1; font-family: Calibri;\">Saudi Arabia refused to delay Pakistani payments for oil imports<\/span><\/a><span style=\"font-family: Calibri;\">, opting instead to build a refinery and strategic oil reserve in the CPEC port of Gwadar.<\/span><\/p>\n<p><span style=\"font-family: Calibri;\">Pakistani officials see investment by Saudi Arabia as one possible way of facilitating a Pakistani request to the IMF for help. Mr. Wang suggested that<\/span>\u00a0<a href=\"https:\/\/www.wsj.com\/articles\/pakistan-pushes-china-to-realign-goals-in-its-belt-and-road-initiative-1536773665\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.wsj.com\/articles\/pakistan-pushes-china-to-realign-goals-in-its-belt-and-road-initiative-1536773665&amp;source=gmail&amp;ust=1539235566515000&amp;usg=AFQjCNHqD1E9OkyxKJh71Vvgvtl6M2B-hw\"><span style=\"color: #0563c1; font-family: Calibri;\">CPEC would only \u201cgradually shift to industrial cooperation<\/span><\/a><span style=\"font-family: Calibri;\">.&#8221;<\/span><\/p>\n<p><span style=\"font-family: Calibri;\">Indications suggest further that China may be looking to Pakistan\u2019s military to shave off the rough ends of the government\u2019s determination to effectively renegotiate CPEC.<\/span><\/p>\n<p><a href=\"https:\/\/www.reuters.com\/article\/us-pakistan-china-military\/pakistans-army-chief-visits-beijing-after-silk-road-tension-idUSKCN1LW0PR\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.reuters.com\/article\/us-pakistan-china-military\/pakistans-army-chief-visits-beijing-after-silk-road-tension-idUSKCN1LW0PR&amp;source=gmail&amp;ust=1539235566515000&amp;usg=AFQjCNH1quLJHjtuLWOy7jfDhdRcD3fz4g\"><span style=\"color: #0563c1; font-family: Calibri;\">Pakistan\u2019s army chief General Qamar Javed Bajwa visited Beijing<\/span><\/a>\u00a0<span style=\"font-family: Calibri;\">in August days after commerce minister Abdul Razak Dawood suggested that the government may suspend CPEC projects for a year.<\/span><\/p>\n<p><span style=\"font-family: Calibri;\">Making his comments shortly after Mr. Wang\u2019s departure from Islamabad, Mr. Dawood also asserted that the previous government had negotiated terms that were favourable to China rather than Pakistan.<\/span><\/p>\n<p><span style=\"font-family: Calibri;\">China this week, in a move likely designed as much to strengthen Pakistani counter-terrorism capabilities as a gesture towards the country\u2019s politically influential armed forces,<\/span>\u00a0<a href=\"http:\/\/www.atimes.com\/article\/china-sells-drones-transfers-drone-technology-to-pakistan\/?utm_source=The+Daily+Report&amp;utm_campaign=dc237e721f-EMAIL_CAMPAIGN_2018_10_09_08_51&amp;utm_medium=email&amp;utm_term=0_1f8bca137f-dc237e721f-31513393\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=http:\/\/www.atimes.com\/article\/china-sells-drones-transfers-drone-technology-to-pakistan\/?utm_source%3DThe%2BDaily%2BReport%26utm_campaign%3Ddc237e721f-EMAIL_CAMPAIGN_2018_10_09_08_51%26utm_medium%3Demail%26utm_term%3D0_1f8bca137f-dc237e721f-31513393&amp;source=gmail&amp;ust=1539235566515000&amp;usg=AFQjCNGEcPn6c5_4We_UwuONy-fsLrk3NA\"><span style=\"color: #0563c1; font-family: Calibri;\">made Pakistan the second country after Saudi Arabia to receive killer drones and the associated technology<\/span><\/a><span style=\"font-family: Calibri;\">.<\/span><\/p>\n<p><span style=\"font-family: Calibri;\">The US has refused to sell its more advanced killer drones to either Saudi Arabia or Pakistan.<\/span><\/p>\n<p><span style=\"font-family: Calibri;\">The Khan government\u2019s desire to refocus CPEC tackles key issues raised by critics of the project that potentially could impact China\u2019s plan to pacify its troubled north-western province of Xinjiang through a combination of economic development and brutal repression and re-education of its Turkic Muslim population.<\/span><\/p>\n<p><span style=\"font-family: Calibri;\">The initial plan for CPEC appeared to\u00a0<\/span><a href=\"https:\/\/mideastsoccer.blogspot.com\/2017\/05\/one-belt-one-road-plan-for-chinese.html\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/mideastsoccer.blogspot.com\/2017\/05\/one-belt-one-road-plan-for-chinese.html&amp;source=gmail&amp;ust=1539235566515000&amp;usg=AFQjCNHIOxlTZhPddy7wctHSP5J-ktGU0g\"><span style=\"color: #0563c1; font-family: Calibri;\">position Pakistan<\/span><\/a><span style=\"font-family: Calibri;\">\u00a0as a raw materials supplier for China, an export market for Chinese products and labour, and an experimental ground for the export of the surveillance state China is rolling out in Xinjiang.<\/span><\/p>\n<p><span style=\"font-family: Calibri;\">The plan envisioned Chinese state-owned companies leasing thousands of hectares of agricultural land to set up \u201cdemonstration projects\u201d in areas ranging from seed varieties to irrigation technology. Chinese agricultural companies would be offered \u201cfree capital and loans\u201d from various Chinese ministries as well as the China Development Bank.<\/span><\/p>\n<p><span style=\"font-family: Calibri;\">The plan envisaged the Xinjiang Production and Construction Corps introducing mechanization as well as new technologies in Pakistani livestock breeding, development of hybrid varieties, and precision irrigation. Pakistan effectively would become a raw materials supplier rather than an added-value producer, a prerequisite for a sustainable textiles industry.<\/span><\/p>\n<p><span style=\"font-family: Calibri;\">The plan saw the Pakistani textile sector as a supplier of materials such as yarn and coarse cloth to textile manufacturers in Xinjiang. \u201cChina can make the most of the Pakistani market in cheap raw materials to develop the textiles &amp; garments industry and help soak up surplus labour forces in (Xinjiang\u2019s) Kashgar,\u201d the plan said. Chinese companies would be offered preferential treatment with regard to \u201cland, tax, logistics and services\u201d as well as \u201centerprise income tax, tariff reduction and exemption and sales tax rate\u201d incentives.<\/span><\/p>\n<p><span style=\"font-family: Calibri;\">For Mr. Khan to ensure that Pakistani agriculture benefits, the very concept of Chinese investment in Pakistani agriculture would have to renegotiated.<\/span><\/p>\n<p><span style=\"font-family: Calibri;\">Similarly, Mr. Khan has yet to express an opinion on the plan\u2019s incorporation of a full system of monitoring and surveillance that would be built in Pakistani cities to ensure law and order. The system would involve deployment of explosive detectors and scanners to \u201ccover major roads, case-prone areas and crowded places\u2026in urban areas to conduct real-time monitoring and 24-hour video recording.\u201d<\/span><\/p>\n<p><span style=\"font-family: Calibri;\">The surveillance aspect of the plan that identifies Pakistani politics, such as competing parties, religion, tribes, terrorists, and Western intervention\u201d as well as security as the greatest risk to CPEC could, if unaddressed, transform Pakistani society in ways that go far beyond economic and infrastructure development.<\/span><\/p>\n<p><span style=\"font-family: Calibri;\"><i><span lang=\"EN-US\">Dr. James M.
